The card is good, but I think it costs too much. The [upkeep] is sufficient to limit its power.
The card cost is there to prevent it from being played simply to deal a quick ten / twelve damage if you only have a low amount of
. It wouldn't be very smart to spend 9
to only deal 12 damage, but if the card only costed 3
, for example, and that is what you had, you could play it, deal 12 damage, and they both would die.
Anyway, due to the upkeep, you wouldn't be playing it if you didn't have enough
to cover the card cost. It is more late-game focused, preferably in a deck like Pestal where you have lots of
production and enough creatures to limit CDE.
Is it vital that the card be immaterial?
Yes, otherwise you could potentially kill a full field of CDE's with a single Lightning. It already has the chance to be destroyed by your quanta pool, we don't need single-target spells to completely obliterate it as well.
