I'm not a good deck builder but here is an unupped deck. Improve it to your standards and you have your testing decks.

Specific Strategy (you can improve this too)
Use squids to lock opponent's offense down.
Try to keep 1 squid in hand until you can quint it.
Once you draw the mirror, setup a situation where as much quanta value can be captured on the turn the mirror is activated.
Their top 2 unfrozen creatures can be frozen with the quinted squid so you just have to wait until they have 3 more frozen and then play the mirror. Remember to accelerate your quanta expenditure so that you have less than 3 water quanta when the mirror is on its 2nd absorb.
the flayers aren't needed because you're basically freezing everything, so this is the deck i used. Floodings are mirrors.

first test:
got a quinted squid and ice shield out on the 5th turn. water stall isn't even this slow, so i dont think my deck really works..
Also, I realized early on that water pillars can't be used. If you have 3 out, then it's impossible to not have enough quanta for mirror to drain since you played water pillars before your mirror. Also, why use ice shield when you can just freeze everything with octos and congeals?
...we need a new deck to test.

I planned on keeping the mirror active after using it, and of only powering it with my mark.
So I would use it every 4 turns, which is perfect because it would take at least 4 turns for the copied creatures to unfreeze.
It was pretty hard to stall until the parasite-virus-vulture elder got a high damage vulture because I had no clue what I was doing, but I don't really see the benefits of this card yet.
Still searching for a water stall deck..
