Seems somewhat situational. In most cases Heal would be better, except when your opponent has Shard of Sacrifice active.

As for the discarding effect ... well, I'd rather pack an Ice Bolt than this. Also, it would then obviously fill your hand (8 cards). Does this mean you wouldn't draw a card the next turn (similar to Nightmare)?

This is obviously used as a 7th heal or Ice Bolt. In addition, Freezing Rain is in-element with Steam Machine (ramps gain damage faster than rushes) and Ice Bolt (healing the opponent when their health is full isn't really a cost).
The main part of having dual-trigger cards is that you get a choice during the game, so this could be both a heal (if you're desperate) and an ice bolt (if you've been saving it) for only one card in the deck.
Yeah, you would be unable to draw a card next turn.

It would be better to discus finer intricacies of cards in their respective thread. so as to keep activity in one place and not to have this pop up in everyones feed.  Yeah the name isn't the best.  Honestly I just picked the most interesting looking card at a quick glance.

I imagined Freezing Rain to be a gentle, albeit chilly, drizzle that washes and soothes the players, healing just as Purify does. However, if you have too much, then it may turn into an icy storm that drowns and freezes everything in sight.
