Make sure to remember that the "Element" row is only to be filled in with the written element, in this case "Time", not the quanta graphic.
Also, please make sure to use the quanta graphic in the "Cost" section though, unless the card costs random quanta.

Card Filtering is valuable but usually more valuable if repeatable. Currently this would be used primarily to keep the game in stasis (Like Silence and Nightmare) rather than act as card filtering.

If card filtering is the goal of the card then it needs to be made the primary usage.

So the question becomes which effect is primary and which can be modified?

I think that the primary effect is to give advantage to decks with draw power, so i suppose that the card filtering can be modified, but i don't see a problem in combining both in one card.

I would split this into 2 cards
1) Natural Draw Denial [The primary effect]
2) Card Filtering
This way you can give both effects the attention they demand. This is especially true for card filtering which currently is as hampered as an infected Anubis that starts with 2hp. (Card filtering usually comes into its own when it is repeatable.)
