I'm not so sure about putting "Kickback" into a water shield. That just seems like more of a fire thing (e.g. fire shield)...
Water seems to be more about non-lethal CC (except flooding at least)...
I do like the scalable DR though.

Weird idea... what if it had a chance to reduce their attack for a few turns instead of dealing damage?

Shove a bunch of water. It will return the favor.
(Alternatively and more in line with the theme, do a belly flop)
