Decoy is a person or thing that is used to distract. In This case decoy coordinates with other creatures so that its distraction causes the other creatures to be in perfect position to ambush the opposing Elemental.

The card itself is pretty straightfoward, and the multiple times per turn thing seems okay too since Sky Blitz is still more powerful but costs more. Crucible ready IMHO.

This one should be crucible ready too. You may want to add a space in the topic's title (so to make it Decoy | Elite Decoy), dunno if it's relevant or not, just pointing that out :)
