Why not make it a non-elemental creature?  Therefore any element can use it.  Also, does the Elite Broodmother spawn elite Whelps?

12  quanta seems just too much for a spawn creator.

12 quanta for a dragon spawn creator, which isn't much considering you can get dragons such as Elite Phase Dragon (14 ), Ruby Dragon (12 ), Jade Dragon (12 ), etc for just a few more !!  Of course, you'd have to wait about ... 1 turn or so for your dragon to grow, but that's it!!  Summon a few Broodmothers, spawn a few hatchlings, and ta-da you're dragon army is ready to hunt!! ....  Now I think it's OP >_<
