This gives even more CC to :fire and :entropy, not sure they need it.

Other than that, not counting heals, it kills any creature with <10HP in an average of 4.5 turns at most. For creatures with <20HP it's 3.8 turns. for creatures with <30HP it's 3.6 turns. Is this intended as a tank destroyer?

I think the amount of damage reduces once the creature's hp passes 10/20/whatever.

Notes show that it scales with total creature hp. Makes it unique. Good for dealing with really large creatures...

The notes and card say it lowers HP... Is this also lowering the targets max hp as well as damaging it?
... if so I see a way to make a voodoo doll into a Mini Shard of Void... even without that ...

Yes, it was intended to be a tank destroyer.

CuCN is right, the amount of HP depleted is not based on the MAX, and changes with the current HP left. (I should note that...)

However, I could tweak it to where the MAX is depleted like a Shard of Void...but I have a feeling people would yell OP before anything else.

That's kinda cool. I just like the name Degradation better. It is a bias thing, but its mainly because Degradation is a unique name.
