This is pretty self explanatory. It fits with Air because Aether has the power of dimensions. Air, however, is the domain of the sky. Clouds and fog fit in air, so why not mist? It's medium CC, and a bit depending on weather not the creature has high HPS or whatnot. Every other turn is so it's not OP, and can still be buffed.

Air creatures, of course, are immune to this.

Sure, it could tie in with death. The mechanics don't support that, however. It could fit in Aether, but aether is the domain of the unhanging. So, air is the last fit that works.
