you could already increase the total cards in a deck by using reverse time with this card, even if they don't stack (You play the same card more than once, hence it gets added to the deck multiple times).

I like the idea of either an upkeep or a turn limit. Otherwise it seems like it could easily become abusable.

That's a great idea you got there. However, I feel that it's too powerful in its current state. What if it was based on chance?

I would say an upkeep is needed to balance this one.
This would make a real change in the game, allowing for a whole new world of deckbuilding, it would be really interesting to see which kinds of strategys would appear with this card.
