i think this is balanced, as i can see no way to alter it to make it more fair. however, at the same time i can think of no decks that would actually want to use this. sorry, but thumbs down from me.
I can think of tons of ways to use this. They are a much less wasteful alternative to quantum pillars since they focus only on the quanta your off element abilities need. Just a few examples:
Pharaoh decks (power anubis and scarabs without resorting to quantum pillars or shards)
Fallen elf / fallen druid decks
Mono water decks get to make use of all their various creatures without wasting quanta production on unused elements.
Mono earth can power pulvy and graboids.

Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

quantam pillars have 3/12 chance of generating a usable quanta for an ability.
counting the opponents side of the field means realistically this has a 50% chance of generating a usable quanta.
but if i wanted time quanta for an ability, i would just use time pillars, not this. same for every element.
so realistically i can assume this card is for decks with multiple colors of creature abilities
in which case this is far inferior to quanta towers due to their larger quanta generation, and ability to give plenty of quanta for all colors of abilities.
frankly, thsi card just doesnt seem that useful at all.

 if you have say, an earth deck, with shriekers and pulverizers, this would be a better option than either pendulums or quantum pillars.  water decks as i mentioned are where this card would really shine. time decks for powering scarabs anubis and sundial, aether decks for powering things you duplicate with PU.  sure, its not always superior, but thats the point, if it was better than quantum pillar in every deck, it would be bad design.
