NOTES:
this card will reduce the maximum hitpoints of the opponent's creatures by 50%, the upgraded will also award the hitpoints to your own creatures.  the effect will not stack.  if each player owns one, the effects are nullified.

upgraded example:
your opponent has 4 creatures with 5 health each, their hitpoints are all reduced by 2 (rounded to 2, as this will not kill a creature with 1hp), for a total of 8hp.  you have 3 creatures, that 8hp will be added on to the maximum health of your three creatures, with two receiving +3 max hp and one receiving +2 max hp.

Hmm. Might be a little OP at current, particularly upped version.

I don't know all the numbers here, but assuming that the average creature has about 3 or 4 hitpoints, it will cause some serious damage. The upped version will be like spamming a plate armor too boot.
My main problem is that its a pretty harsh nerf to gravity and earth which will take the most damage from it. Not that that is necessarily bad in and of itself, but they dont seem to overpowered at present.

It would be fine as a spell, but as an ongoing effect this may be a bit to powerful for its cost. Maybe increase the cost a little, or make it require upkeep?
That said, it could be fun.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

If you only have 1 creature, all HP is added to that creature. Imagine using this on a gravity pulled voodoo. Yikes!

i think you are looking at this differently than i, with this being a permanent, it is subject to pc/removal.  if it were a spell, it would be irreversible.  additionally, playing more of your own creatures will result in watering down the effect.  the card itself will never kill any creature, and high hp creatures, while subject to the most hp loss, will still be likely to survive a cc attempt or two. 

and i rather like this in combination with voodoo doll, now that you bring it up.  it would probably only add ~20hp in most cases, but it still makes voodoo doll more usable.
