Indeed, it would probably stop at 1. Even if it wouldn't 2 time a charge is not even remotly useful to use as "Anti-matter"-kindof healing, 2 time = 1 hp healed.... not very efficient, especially since the target would be delayed one turn as well.
Ant-n-ero: Well, the card is darkness but the ability is time. 2 time to freeze for 1 turn is not, in my opinion, op on a darkness card. It requiers a duo or more deck (can't really be splashed in due its high cost to maintain a age cycle) but is less effective in most rainbow decks (as they often revolve around Time and thus couldn't use an extra 2 a turn when rewind would be more effective).
This card has, hopefully, several uses. It can keep a poisoned but powerful creature in play, prevent for example an oty from growing powerful (not being able to use ability and loosing power!) or just downsize a creature so that it can be killed/devoured.
