This 30% chance. It is applied for each of the 7 elements this tower could produce? So, in theory this tower only produces 1/3rd of ?That is to say, for each of the 7 elements this 'may' produce, there is a 70% chance that it does nothing at all? Doesn't sound so appealing to me.

I think the problem you see is that all the quanta producers should be an even divisor of 12.
When making blocks that create stirations its often better to use prime numbers that aren't divisors of the whole group. This prime factorization gives a greater variablity across the environment from the smallest amount of tools. If I wanted to make a cards to cover all of the elements then I would use the divisor like i did with the Dawn and Dusk totem. This card isn't to work in a group like that tho.

Bottom line is that if you group elements into groups of 7, it will be "unbalanced" because some elements will be represented more than others. It's pure math, nothing else.Ok, we have . This means I could take any word like "apple pie" and just pick 7 elements that I think best represent apple pie.There's no real "system" behind the whole thing.
