my claim to the idea is from having made the spell with this effect prior to the idea factory existing


the % is relational to dusk (50%) and fog (40%), this being a step down in %, a step up in effect, and price/effect being very similar to frost shield.  a 50% reduction in effect would probably call for a reduction in cost by 1-3 :entropy, but then it gets kinda messy finding something to equate it to for validation.
