6/8 -> 4/8 not 3/8 as your suggested phrasing would indicate.

Maybe "Decrease the current HP of all creatures until it is less than or equal to half their Maximum HP rounded up."

Only in upped decks, unless you're also running .  Most pvp, including tournaments, is played unupped these days.
