Yes I see it would be an effective counter but my main problem is trying to find a deck that this would be effective with.
My recommendations for decks would be along the lines of the following:

 :death / :entropy Use plague, retrovirus & pandemonium for creature control. If they try to use creature control against you usually they'll hit a skeleton, and permanent control would often be wasted on bone wall or pillars instead of hitting valuable permanents like boneyard & chaos dice. They couldn't count on taking out you vultures while they're still small since they can't target, and indiscriminate killing is a bad idea against  :death

 :entropy / :darkness Use lycanthropes for offense and devourers & discord to slow your opponent down. Chaos dice will keep your opponent from taking out the lycans while they still only have 1 hp. If you want creature control go for pandemonium again.

 :fire / :earth / :entropy Use just enough :entropy to be able to play the chaos dice when you need them. Cremate can provide some of the :entropy quanta you need (since you'll be playing it before you play chaos dice you can still target it) use chaos dice to protect lava golems until they have enough time to grow. RoF and fire shield are both decent creature control that would get along fine with the dice.

 :fire / :entropy Similar to  :fire / :earth / :entropy but substitute dragons for lava golems.

The main thing I think the card would be useful for is any of the decks you're thinking of that it wouldn't work with could be severely hampered by an opponent who played this card. Any of these sound like decent decks to you?

P.S. After the changes the vote count in crucible was reset to 0, so any supporters of this card out there need to re-vote.

Thank you and I do think like this card think it should be used and I like the entropy death deck but the entropy fire deck and dark deck are iffy in my opinion Rain of Fire may hit your side (not fool proof as you thought) but still I do like your ideas and I've thought of a couple decks (not Jmizzle7 FG deck but still good)

RoF would not be affected by this card.

As a clarification: any time you use a spell or activated ability that causes the crosshairs to appear on cards/players and you pick which one of them you want to affect, this permanent causes the spell/ability to instead pick a random target out of all the legal options.

Spells like plague, RoF, poison and pandemonium that don't ask you to pick a target are not affected.

Therefore, you can design a deck that focuses on spells etc. that aren't affected by the dice while most of your opponent's spells/abilities would be.

Well I misunderstood that but for the price RoF is relatively cheap and could take out the death army

Update:

I'm slowly but surely going through and trying to rework the art on my cards to something better than just a stock photo.

What do people think of some of these as images for this card:

I drew/edited these myself, so I can do what I want with them. let me know if you like one in specific or would like to see a certain edit to the image.

I can also change the background, I just left it as white so people would focus on the drawing and not background.
