Yah, I wasnt sure. It could focus on the fast use of earthquake, or give it some teeth but delay the play.
I might want to split it and make one expensive but hard hitting and the other cheap but fast playable.
Edit: idea, Catfish are know for being able to grow to tremendous size. I could have it double in stats every turn it is underwater. or some other buff from flooding.
