Hmm:
What if each Capacitor stores quanta equal to what would have been produced but prevent the quanta being produced?
Aka:
1 Capacitor would store quanta
2 Capacitors would store and double quanta
3 Capacitors would store and triple quanta
...

I actually quite like that idea, but would it be too powerful? It pretty much eliminates the PC risk that Capacitor currently has, and instead of having to store all your quanta, you can actually use some and store some by discharging some Capacitors and leaving the others.

You still don't get any of your normal quanta.
So there still is a PC risk of your Capacitors being destroyed and to use any quanta requires you sacrifice a Capacitor.

I find two things about this card that are unclear:
1. Does your quanta pool before the capacitor go into the capacitor? If so, is it doubled before putting it in?
2. Is the quanta you generate displayed? If you have QTs and don't know the values on it, it's completely impossible and you don't know what will happen when you release it.
Other than those two things, I really like the idea of the card. It seems very balanced.
