Its not permanent, any form of poison reduces it. Does the division have to be that high though?
I would think yes; even with the change to Fire. Fire decks typically pump out a *lot* of quanta, in order to fuel things like Fahrenheit, Fire Lances, etc. Just 20 quanta would be enough to match a Shard of Gratitude...the cost for Fire to get extra healing should be a bit higher for semi-permanent healing (only way to remove would be through poison or neurotoxin.)

/5 for upgraded would balance it a bit better. Yeah, there's the quanta sacrifice involved, but like I said, Fire decks pump out lots of quanta anyways, so it's not as harmful to Fire as it would be to other decks.
