Interesting, but seems like the cost is too much all around.

Maybe cost 3 and 2 (upped).  Then make the ability cost 2 for both.

This ability is reusable, and there can be multiple salamanders. If I lower the cost, then one plague would probably decide the game... By the way, the poison is transferred, so -1 poison from creatures and +1 poison to opponent HP.

As it is currently written, it does not take into account the amount of poison counters on the creature. In the way it's written a flying Titan with 7 poison counters if it was the only creature on the enemy's side would apply 1 poison counter to the enemy's life, while removing them from the Titan.

Is this implied?

It would apply 1 poison counter to enemy for each, and remove 1 poison counter from each creature. Titan with 7 poison counters is in play -> Cast Agonize -> +1 poison counter to enemy, Titan now has 6 poison counters.

Well, there are scorpion decks aplenty, so this would give mono death a method to poison rush (and counter-rush) as well. Should Agonize require  then?
