I think something along these lines would work best.

probably  deserves +2 stat value, -2 casting cost or +1 stat value, -1 casting cost cost

Edited Clarification:
Reducing Delay/Freeze by 1 turn per use is a +1 skill.
So :air :air :Alarm would not affect the casting cost.
( :air :Alarm would be have a casting cost of stat value +1.)

Well Freezing and Delay are late game tactics so I would suggest higher stats.
