This spell will be able to target cards in players hands? Thats odd, but potentially quite powerful.
It could be devestating to mono / duo decks if used offensively.
If used on your own cards, it would essentially allow  :water to use spells from any other type in an other wise mono  :water deck.
If used on nightfall, would it change the color of the cards affected?
e.g. target nightfall with a light mark and make it affect light creatures instead of dark and death. It kind of reminds me of the magic card "Sleight of Mind"
Would be tricky to code though, I'd imagine

If your zombie plan is
kill -9 `ps l | awk '{print $2" "$3" "$9}' | grep "Z" | awk '{printf("%s ",$2)}'`

Seems like it can only affect your hand and the cards in play. If this could target opponent's cards, then precog plus this would be very powerful :P

Yes, precog + this was my thoughts exactly. Even without it would still be nasty against a non-rainbow opponent

The intended interaction with Nightmare and Fractal would be tricky to code. :/
Also, it seems that the only viable uses are with Cremation (in a rainbow, most likely) and/or with Fractal*, while everything else is meh. (A single card just to give a creature +2/+1 until your opponent destroys your Eclipse? No thank you.)

Can you target the opponent's cards if you can see them (with Precognition)?

Before I knew about the non-base Fractal interaction, I would have suggested to make it something with a repeatable ability (so that you don't have to set its cost to something like 1 random quanta to make up for its inherent lack of card advantage), but being able to make Mono-Aether Fractal decks or put Rubies in RoL/Hope or Pestal may throw that suggestion out the window.

*Actually, I forgot all about SoR...Oh god.

Yes, SoR + this could be awefully nasty. Right now it is limited in what abilities it affects since only time creatures benefit. With this, every ability is fair game. For instance black hole spam. (kind of sounds like a punk rock song title lol)

hadnt thought of SoR either, definitely opens more fluidity to the game as a whole when you can alter both the cost to play and cost to use skills.

no, you cannot target your opponent's hand at any point.  that is not a desired mechanic in my mind.

*edit- could use this to pick a dragon other than time to use with intosis, if you have a time mark
