I'm not sure if I'm agree with you. Let me tell you what I thought:
I did almost a FFQ. The only difference is that is a permament instead of a creature. It's only affected by 3 cards that could destroy it but with those cards it's instant killed. That's why I prefered to mantain the same cost.

But if you still think it's UP I could low it.

FFQ has 3 attack and 5<HP<8 (worth 1 quanta)
If you think that being a permanent instead of a creature is worth 4 quanta then the cost is balanced. I personally think that it is only worth 1-2 quanta. (5|5 total)

I think that having a 5 :water permanent that can create creatures is a bit OP but I'll wait for other comments and keep your suggestion to think about it.

I posted a topic where the consensus was that permanents do not deserve a fixed increase over creatures but rather deserve a 50% increase in the value of the skill

So new calculation
Balanced Cost = 5|6 (Spawn a 3|4 quanta value creature) -1 (Duo) -1 (Activation Cost 2-3) -0|1 (upgrade) +3|3 (Permanent[5|6]) = 6|6 :water

A permanent that cost 30 :life and generated 0|1s would definitely be under powered. Likewise a permanent that cost 1 :life and generated 10|10s would definitely be overpowered. Somewhere in between is the balanced standard that should be aimed for.

Because there is less permanent control than creature control, skills are more valuable on permanents than on creatures. When I asked how much more valuable they are the consensus was the skills increase in value by 50% on average.

I would be disappointed if you change the cost based on my opinion alone. I definitely think waiting for more opinions is the responsible thing to do.
