I mentioned question 2 because in the text on the table it says it costs  to do the same effect as the mentioned card text on the image
 but the card text on the image doesn´t mention  cost.

Again, it may be UP alone.  If this were to be used I'd think that most would have CC as a focus, as teaming this up with some CC spells and Paradox would be super-effective.
