I think it would be good enough if there is one enchant artifact, I don't suggest to have two versions of a card.

What's interesting about the unupped one is that it functions as soft PC. Need some breathing room from that fahrenheit/discord/EE etc? Play this on it.

i LOL'd on the image. looks like a blue sun with a blackshade.
a more serious one.
maybe a sword encased in a chunk of ice, or some sort of it.

The one thing I like about this card is the fact that introduces a very 'risk-vs.-reward' type of permanent control mechanism for :water, which is truly innovative as the majority of Water spells are pretty straight-forward in their effects (Freeze, Ice Bolt, Nymph's Tears, etc.). Granted, the cost is somewhat debatable, but I think that this card is what this game could utilize: 'Soft Control'.

I probably won't be using this on Pillars, but having this apply on say Flooding for example to help you gather :water quanta for it to be used... :)

the idea of the upped one is great. no required element to-cast.
the upped version is very "flexible" able to "fit-in" in many decks.  :P

I agree. It's already hard enough to destroy permanents. Perhaps either make the unupgraded one cost 2 :water, and the upgraded one cost 1 :water, or make one congeal the permanent and the other freeze it.
