If it is made lobotomizeable, the miss chance need to come way down, or else it will become a virtually forced combo for people to lobo their own blind ghoul.
Really, the best thing to do would be to lower the miss chance anyway, since otherwise it will either be UP on its own, or OP when combo'd with chimera.
Right now, 4
for what amounts to a 1|1 that generates 1/4 death effect per turn is going to be very UP.
At 1/4 death effect (DE) per turn, the skill isn't very useful. I would weigh 1 DE per turn at about 2
(using soul catcher as a basis).
We have a good metric for balancing attack power cost. Its roughly 1
per point.

Number of This card = N
Attack Power = A
Card Cost = C
1 chimera = 6
Chimera is tricky since it rolls all creatures into itself but winds up with gravity pull.
To make life easier, lets assume that our only benefit here is going to be the added attack power.
(A)*n = C * n + 6
The lhs shows the effective value based on attack damage
The rhs shows the combo cost (casting cost + card advantage value + chimera value)
Solving for cost gives:
C = A - 2 - 8/n
Here is a plot of the card cost at which chimera combo would be balanced vs the attack power of the card.
The x axis is the creature casting cost, the y axis is the cast cost at which a given chimera combo is balanced.
Each contour represents a different combo size (1 + chimera at far right, 6 + chimera at far left)
I find it easier to think in terms of chance to hit instead of chance to miss… simplifies the math slightly.
For the balancing hit chance vs attack power and card cost
Hit chance = 1 - miss chance = H
Assume 1 death effect per turn = 2
Assume 1 card ~ 2
We get a standalone card formula of:
(2+A)*H = C
Here is a contour plot:
Since the labels came out a bit fuzzy, the upper right most contour is for a cost of 10
, while the lower left most is for a cost of 1
. There are a total of 10 contours so each color change goes up / down 1

Be aware that this plot does NOT factor in the effects of nightfall or eclipse at all.
So if you want to go with a cast cost of 4 and attack power of 4, then Unholy Air has it pretty much right on the money saying you need a miss chance of 25% (meaning a hit chance of 75% ... see spoiler for the contour plot and equation I pulled that from)
At those values, chimera will not be a problem as it would take over 6 of these to make the combo worthwhile (see the inner spoiler for the plot I got that conclusion from).
