Depends on the mono deck. If the mark matches all their towers, then basically their towers will act as bad quantum towers. (mono life with a life mark)

If the mark does not match, (mono fire with an earth mark), then the fire towers will basically be earth towers.

Now that you say it, it might be OP. it might be good to maybe limit the amount of quanta effected and or increase the price.

I like this new wording a lot better.  Nice change.  Also, a possible idea to make it less powerful would be to say that quanta-producing sources have a 50-75% chance to redistribute quanta.

This is similar to Discord.
All non mark quanta (like the  :air in a UG deck) has a 1/24 chance of staying the same.
All mark quanta has a 1/2 chance of staying the same.

Monos with an off mark [UG] are hit the hardest followed by Trios and Duos.
Monos with the same mark have a 50% quanta loss.

it gains advantages over rainbows that discord does not have. it also does not drop in effectiveness when the opponent has produced a lot of quanta. and is a work around sanctuary (speaking of counters to cards existing in the same element). I think the unnupped is balanced, not sure about the upped. but it doesnt do damage, so i find it unlikely that anyone will carry more than 2 or 3 of these in a deck.

If the unupped is balanced then the upped could receive a 1-2 cost reduction relative to the unupped.
If the unupped is on the OP side of balanced then a 1 cost reduction relative to the unupped is wise.
