Seems extremely strong, possibly overpowered.  Consider that many decks only play one type of pillar or pendulum-- chaining these would be insane.   I feel the only way to balance it would be to increase its cost to a point where it would be next to unplayable.

So like around 9 or so? Consider also that most competent decks, even in mono, have a 50/50 pillar/pendulum split, as well as the simple fact that Enchant costs a mere 2 :earth.

It seems broken at the moment. An easy fix would be to have it only freeze the stack for one turn (and possibly lower the cost).

I like the idea though. Nice job. :)

Also, that stuff about the art can go in the art box.

Ok, here's my reasoning: if you make it three turns, then it could cost 12 :water and STILL be broken. If you make it only last one turn, then it kind of sucks as a stall, because even if you chain them, you're spending all/most of your quanta production (early to mid-game, when quanta production matters most) on locking down theirs (or really, only half of theirs because they have a 50/50 pillar/pendulum split). So it still sucks. By locking down their quanta for two turns, you more-or less gain a one-turn advantage on quanta production. Please discuss.

Actually, now that I have thought about it, Xenocidius is right. One turn should be plenty if I bring the cost down to 3/2.

I agree.. one turn and a price drop is perfect for this.. The inconvenience of not being able to generate any quanta is inconvenient. Nice card

This isn't actually any more OP than black hole; it's one quanta cheaper but heals no hp.  This is better against decks using one type of pillar, whereas black hole is better against decks using multiple types of quanta.  Both black hole and this are awesome against quantum pillars, and that's fine, since rainbow decks, at least in PvE, are the most powerful type of deck.
