The unupped version isn't OP at all. Fractal+Ball Lightning is faster and does damage to boot. Personally, I'd rather see a permanent that you can sacrifice creatures to every turn. Killing all your opponent's creatures (especially Immaterial ones) is a bit OP, no matter the cost. Especially since Death wants to stall and Plague/Retrovirus working well with that in mind.

I think its a great card, you could use it, perfect senergy with bonewall/graveyard.
first you play a bonewall, then this card, the turn aafter it a bonewall.
end of your turn, evrything dies... you get a big bonewall, and a skeleton army due to evrything that is destroyed.
