I figure that as more and more unstoppable status effects come into elements (Sanctuary and Silence are both considered to be ridiculously hard counters to too many things) a dispelling card could become just more and more useful as time goes on.

Any other status effects that could make their way in to the game would be effected as well. (Eg. Blind: Spells cast by your opponent target randomly for X turns, Weaken: Cards cast by your opponent have increased cost for X turns, Opponent gains no quanta for X turns, etc. etc.).

Like I was saying in chat, I really like the idea, but I don't like the upped version of being a rainbow cost - fits too easily into many decks. I suggest 2 |1

Yeah, I dunno.

Its something that I'm not sure would fit better as highly available or somewhat exclusive.

I'll keep the card as is for now, and let majority rule with a poll.

Regarding Sanctuary:

If you had a Sanctuary on your field, then had Amulet used on you, you could use the Steal card on your Sanctuary to regain protection. At last, a viable reason for Stealing your own permanents!

Is there a reason why you made this a permanent?  I feel it would be less awkward as a spell.

The name is rather bland, but I like the card design.  Maybe something a bit longer, like "Amulet of Warding" or something like that with a bit more flavour.

The main problem with the upped version being so importable is that it will then be imported mainly into decks as a hard counter to a hard counter.  Specifically, Discord/Pestal decks will pack it to block Sanctuary, vastly reducing Sanctuary's value as a hard counter and relegating it to its SoG-substitute role.  The problem is worsened by the fact that even if the cost is increased and made mono, Nova/Supernova mesh well with Discord.

I like the idea, but at the moment I don't see how it can be balanced enough to be implemented.

Pestal decks have Steal anyway. The cost should probably be raised though.

If I understood this correctly, this is another form of Purify, except with more effect but same cost and random quanta cost upgraded.

Seeing that current Purify costs 1 | 1 , shouldn't the upgraded Amulet cost 1 at least?

No healing though, and it's a permanent (1-turn delay, vulnerability to PC). But yes, the cost should definitely be raised.
