Retrofitted version of  Bloodshadow's Debilitate | Enervate, (Original Concept by Zblader)
NOTES:

Quantum destruction for Other. Useful when dealing with enemies that have stockpiled quantum for expensive combos like anything involving Fractal or Bolts.

Halved pools round up. The quantum gain effect occurs before the halving effect does, so targeting the opponent's mark pool will first give him 12 mark quantum and then halve the combined amount.

They gain before they lose correct?

I would only target mark quanta if they had 14 or more quanta already. Although counting the cost of Debilitate I would probably wait till 18. Obviously this is only relevant when there is not a more tempting target.
(13 + 12)/2 round up is 13
(14 + 12)/2 round up is 13
(18 + 12)/2 round up is 15

I don't know. It usually gives more quanta than it destroys. However it reduces quanta quality.
