Why can't it just deal damage? Why do you need it to do 25% of current HP? Can it target non-weapon permanents?

Since a quarter of 75 is rounded up to 19, I believe that a quarter of 1 is rounded up to 1.

Bigger creatures get hurt harder when they fall. That's my thinking on it. maybe a basic number would be better.

No it can't target non-weapon permanents. Why would it be able to?

you can change the amount of damage taken per x count of hp in creature
imagine you have a titan (7|50)
and the card says for each 5 hp, it gets 1 point of damage

the titan would lose 10 hp because 5/50=10

1 point of damge for every 5 HP is 20% of the HP. Saying it that way just makes it longer.

I like not only the card, but the card art as well! Good job Kami!
I especially like that having creatures fall deals damage, that should be applied to Web as well, maybe not 25% but 1 point should do the trick.

The curators may mention it, but you may want to check your table, something is a little off in the unupgraded version..

I'm also fairly interested in your art style, so +1 to that.
Interesting card, it works with everything else in Air fairly well and by itself is a nice CC on a stick. You still have an extra "" in your table, BTW:

No it can't target non-weapon permanents. Why would it be able to?

Well, the card text wasn't really specific with "target". I was especially confused with "fly weapons" before I read the notes, because I thought only creatures could be targeted (have its airborne state changed), and then your weapon (if any) would be flown each time the skill is activated. So being able to target non-weapon permanents wasn't explicitly ruled out.

As for why, maybe there will be some airborne permanent mechanics in the future.
