OK! I did some brain storming! How about this?
Dimensional Lock (costs 3 Aether quanta): All unused enemy creature slots are disabled for 1 turn.
The implication is that your opponent can't play a creature card that turn. How is this different from "do not allow the opponent to play a creature card for 1 turn"? Well, the difference is, the opponent can still play a creature card if they free up one of their occupied slots. They can kill their own creature, and use that slot to play a new one.
