i wouldnt say anything you said is all that accurate.  liberty isnt better than quis, as the creature can still be shot, burned, drained, eaten etc, but not poisoned, anti-mattered, or frozen, etc.  and the ball lightening generator, as you call it, only makes a ball lightning after a successful attack, a lobo/shield (or killing it, obv) would stop it dead in its tracks.  the cost of the card is spelled out in the notes, incorporating the sparks/ball lightnings as 1|2 cost respectively.

take KDZ's Book of Life for example, did you even wondered why this is a permanent when it acts exactly like a spell?

I think the Card Curators are mainly concerned with submissions complying with the rules and don't have the time to comment on any design flaws.

You can also mention how severely underpowered sacrificing one of your own creatures is to stop one creature's attack for one turn is, when the game already has Sundial to stop all creatures attacks for one turn, and Antimatter which converts an attack to healing.

Apparently, ideas don't win competitions--campaigning does.
