Regarding Advertisements & Competitions

You're not out of line at all actually - that's probably the most easiest 'punishment' that a Competition Organizer can give out.

In more severe cases, however, the offender may be barred from being able to participate in those certain type of competitions (for example, if he promotes his card idea in a comp. illegally, he can't join card design comps.), or being banned from all non-pvp competitions indefinitely.

...more punishments might be possible, but hopefully people won't force us to make such rulings.

...technically no, but I might consider extending that rule as a Curator to card ideas as well. But that's something that could/should be brought up later...

Bumping is a form of spam if you don't contribute anything new to it, so you shouldn't do it. Signature advertisements, on the other hand... well, I suppose those are tricky; unless you spam lines and lines of advertisements in your signature, it shouldn't be a problem, hopefully...

if people provide evidence that you or someone else have been gaining votes simply due to excessive advertisement (in-chat, on Kong, through P.M.s, etc.), action may be taken accordingly based on the FCO's decision.

I see where you are aiming, and I think it is a fair move and everything, but one thing is proving that someone did unappropriate advertising and a really different one is to prove that someone got an advantage for doing so. What I mean is that you might be introducing subjectiveness into justice, and that is, to say the least, dangerous. Aside from that, I belive this is a great idea. Kudos to the council!

they dont need to prove that he gained more votes because of it. the fact that he tried to get more votes by doing it is the bad part about it. and i think that his entry should automatically be taken out incase he did gain votes from breaking the rules.

The point about Kong made me wonder something:
Is Elements hosted anywhere other than here and on Kong, and, if so, is it integrated anywhere as deeply as it is with Kong?
