Spoiler for Do not read unless you want to see a brief criticism of these cards: # 1 should not be a rare because it would be too significant to the metagame. No major pvp tool or expansion card should be deprived from the new players. That would artificially limit the metagame diversity. It would be unfair to boot.

Plus, the card is rather underpowered (mildly situational since it requires combos with at least one other card for inclusion in all reasonable decks), like SoR and Pharaoh are. Since this card is underpowered, it barely affects the metagame, and thus makes a good rare, being fun and unique but not overpowered.
