I think the cap on the total number of cards during the pre-Insane period provided a good distribution (among the top teams) that would make the voting important and not have it overshadowed by the Blitz phase nor have it weighted enough to overshadow the Blitz phase.
(of course these results can also be explained by my team (Sunland Baobob) having an abnormal amount of free time during this phase.)
