The rules, unit. They state specifically that original masters aren't required to have a fully upped deck because all of this is new, but future masters must have a fully upped deck in their element.

Actually first challengers don't need a fully upped deck, just like the first Masters didn't need them.

The second batch of challengers is not so lucky.

Wish we could just make any pvp deck we wanted, it wouldn't make sense, but it's a lot easier to make a fully upped rainbow than a mono deck when you are already running a rainbow.
