You can make a hundred if you want but you can only submit one. That's the basic rule we have with all competitions.

Just following the wording of other life gain spells, so as to remove any question of whether or not it will raise your maximum HP or not. It won't, obviously. If you're at max HP, it heals 0 instead of 1 (hence, "up to 1").

Not really- a Ball lightning deck would only get you 7 health each time you fractalled- so a max of 42 health, and that's spreadd out over at least about 8 turns. I'd be more worried about aflatoxins and thunderstorms. But even then it's a one off 23- it takes a while to build that up again
