I'm debating having it do some kind of deteriorating affect on each shield. Suh as Hope will lose one maximum defense point. So if Hope was at 20, and penetrating Laser was played, the next turn the opponent, if they don't play another light emitting creature, then Hope would only be at 19. That might make it a little too powerful then, though. Thanks for the comments ^^

but if hope was 20, this can't "successfully hit," so hope would still be 20.  :)

Ok, good point, unless the laser was flown and significantly enhanced. But you get the point I was trying to make.

I like the idea but perhaps a little less attack. I mean it is a permanent which does 8 damage a turn. Play morning glory and this card and you can do what 15 damage with no creatures out? If it were a weapon I think it would be great as is, but as a permanent it seems pretty over powered.

It is a weapon. Weapons are permanents. You have to read the card info and if it says Weapon: then it is a weapon.
