I think it's a bit undercosted, but I like that card.

Also the combo with spark/ball lightning is slightly concerning.

But I can totally see this fitting into swarm decks nicely.  I'm not sure what other uses it would have outside of fractal + spark/ball lightning, but hey, does a card need to have a bunch of different uses?  Not really....I think...

Would likely be splashed into a deck with otyugh or scarabs to replace heavy armor mods, cost should likely be upped accordingly, likely by +1-2 as mentioned before

This is an easy way to guarantee my opponent has to waste three lightnings to kill a single creature. I like it, but it needs a cost increase or a designated element to make it harder to play.

Due to the many supporting the idea of increasing the cost of Shelter,
i have raised to 3.
So now the comboes should be too overpowered now.
