permanents means permanents, not creatures. but i was thinking the creatures thing might work out... but then i thought of creaturless stalls ... which would make that idea op.

Do the permanents only swap for 1 turn, or do they remain with the other player after the card is used?

thats a good question... if they stayed for one turn, the you wouldnt be able to use them very effectively... or at all in some cases
