is this a spell? permanent? shield?

I think its a spell and it seems over powered compared to the rain of fire which for 1 more deals three damage but this freezes the survivors. And if you want the elite version to cost more than you should congeal them instead of freeze

but its a good idea (possibly) if it gets tweaked

how about 10 quanta for congeal and to hit 3 for hypothermia?? and a spell?

at that point it seems to become overpriced and would probably never be used

what if instead It just mass froze/ congealed for like 5 or 6 quantum

and by spell I mean like thunderstorm of rain of fire.

i see wat u mean.  how about 2 damage for both and 5/6 quanta cost and freeze/congeal??

if its not an automatic freeze/ congeal it would be good, it would remain 5/5 for cost or maybe 6/6  I'm only one person and other people would need to give there opionions
