I originally had it at a 3 cost, and changed it upward because of the quanta-doubling effect. But if you think it's worthy at 3, I won't argue.
Well, rustler doubles quanta in a faster and more reliable way, and does so multiple times per turn. This is essentially a Damselfly, only with a greater cost, less reliability, slightly better stats (which are under par when combined with cost) and it also requires
quanta to be activated. Rather underwhelming... The unupped version is rather UP too, in my opinion.
I think a better balance would be:

and

for the upped (or something similar). The point is, this should have competitive stats for its cost, the ability is nice but should definitely come for free.
As a side note: I would very much like something like this to be implemented, as it could create very intresting decks for limited environments (such as War).
