How so? This card will remove many awkward weapons in an element without any other permanent removal, will get round the enchanting of pulverizer and, if upped, even take out multiple flying weapons aswell.

Deflagration : takes out ANY non-protected permanent, for 3 . No drawback.
Pacifism : takes out weapons, protected or not, for 2 . Destroys your weapon too.

Explosion : takes out ANY non-protected permanent, for 1 . No drawback.
Pacifism :  takes out weapons, protected or not, for 2 . Destroys your weapon too. Destroys flying weapons (EXTREMELY situational)

Only viable upped vs flyin' weapon decks.

A question: What does it mean to Empty Weapon slots? is the card destroyed? Or is it simply returned to the deck a la reverse Time?
If it's destroyed, that's one thing, but if it's returned, that makes a big difference in power for the spell.

I thought Deflagration cost 2.
Anyway, I could lower the upped cost to 1 but I see no real reason to. If you're not playing rainbow, the difference in element will determine which of the two people play, not their relative strength.

The weapons do not return to the deck but are not technically destroyed. Destroying them would not affect immaterial weapons.

Biggest problem is that it doesn't do much to the metagame, it adds a card which does a job which other cards do already (deflag, steal). If the card pool was large, it would be ok, but it isn't.
