NOTES:
I know permafrost is technically earth that is below freezing temps, but this card is designed to improve :water :earth synergy.  If it were simply :earth I'm sure most people would ignore the :water part entirely when using this card.

Open to suggestions of other abilities which would accomplish :water :earth synergy
