Before I nerf the card, I need to know how I am supposed to nerf it.
I am thinking of making 'Maelstrom' cost 4 for unupped and 3 for upped. It costs less than RoF/FS b/c you aren't damaging all the creatures
Should Maelstrom deal 3 damage or 2?
Preferably 2 damage total to all creatures, as you added a 'control' effect on the spell card (Rain of Fire does 3 damage to all creatures, but doesn't add a
debuff to any of them). The cost changes are also a good start, but personally, I suggest that you merge the Maelstrom's active/passive skills together and not make it have to consume

quanta to gain that extra benefit, because it'll be:
a) hard to program possibly,
b) annoying to deal with in case you don't have the quanta,
c) bad as it forces decks to accommodate that extra quanta type,
and d) expensive.
Oh, and listen to the others' advice on how to make it the correct resolution size.
