You can read on the properties of permanent damage here. Basically, the targeted weapon moves out of the weapon slot into a normal permanent slot. It also resets the card's attack and status, which can be useful when dealing Frozen Weapon Slots or Animated Weapon tricks. That was one of the first things I thought about as well xD

This is like Flying Weapon, but turning the weapon into a permanent instead. Why isn't it (for un-upgraded)?

To answer the question, it's because Gravity needs this type of "simple normal damage" card. This was a balance-first (mechanics followed), then-theme card. And apparently, the theme fits too, because droids = robots = armagio = Gravity. Or something like that.

This says target weapon... does that mean it can target weapons that are in your hand or on your opponent's side as well?

You may target any weapon on the field that isn't immaterial. (Most spell cards don't target cards in the hand. ^^;)

Just because of the similarity that they both allow for a greater capacity of weapons? I think this is different enough because it is a control card, and has a different focus (permanent damage) than Weapon Slot (just getting more weapons).
