IDEA:

NOTES:
This is an addition to the generic weapons. The difference here is that it deals spell damage. Spell damage is effectively damage dealt by spells - e.g., casting Lightning on the opponent deals 5 spell damage. The advantage it has over physical (normal) damage is that it is unaffected by shields. The obvious disadvantage is that it is reflected against the user when the opponent has a reflective shield.
As for coding, it may be required that it is given 0 base damage (0 attack when flown, 0 extra attack granted by Endow), and the spell damage just as an ability.

The idea looks good but I'd say comparing this to short/long sword and dagger/dirk, the cost needs to be raised to at least 1/2 to make up for it not being affected by most shields.  This will often be the equivalent of 2 extra damage per turn and I don't think reflective shields are common enough for that alone to make up for it.

I've seen things like this suggested before and I'm not a fan.  The reason for this is the fact that Emerald and Reflective Shields are such a hard counter to it.  "But those shields are hard counters to the Bolts and other spells as well!" you may say, and you would be correct.  The issue is that you always have the choice to not play/activate that spell once the shield is in play, whereas you have no such choice with this weapon in play.  Also, permanents are obviously much more difficult to remove than are creatures or spells, so you end up doing damage to yourself every turn with no real way to remove it.

What I would rather see is Wand do minimal damage a turn, maybe even 1, but with an activated ability to deal up to 2 spell damage per turn.  You could even make it Mark related so the activated damage does 1 additional damage if you have X Mark.
